The Rabbit School

Organization Overview


The Rabbit School is a Cambodian NGO that was established in May 1997, initially as a pilot project to provide education for children with special needs at a governmental orphanage founded in Phnom Penh in 1982 for young children who were abandoned or whose parents were killed during the Khmer Rouge regime. The Rabbit School has since grown to be one of the leading organizations working for children with significant disabilities in Cambodia.

  • All locations of operation: 4 Provinces in Cambodia: Phnom Penh, Siem Reap Province, Kandal, and Kampong Speu

  • Number of teachers: 62 teachers 

  • Number of total school sites: 16 schools

  • Types of school settings: All special needs focused, within integrated and inclusive classrooms


Educational services we provide: Special education and vocational training

Other services we provide: Teacher training and curriculum development, parents support


About the population we serve:

  • Current number of children with disabilities we serve: 670 children with disabilities

  • Age range of children: 4 years to 25 years


Types of disabilities we serve: Intellectual and developmental disabilities and Autism

Other direct beneficiaries: Parents and guardians, schools, community members, and organizational partners

The Action Plan


Our goal: Provide skilled support and technical advisement to review, revise, and develop a a comprehensive Individual Education Plan (IEP) and align with the newly created Individual Speech Plan (ISP).


This project is planned to take place over 3 months with the goal of using the new IEP beginning in October, and include the following main activities:


1. Review documents, gather stakeholder input, analyze and provide key recommendations.

2. Redesign and development of the comprehensive IEP form, likely including a new section to help monitor progress and guidance about the overall processes for usage (with ongoing input from stakeholders).

3. Finalize the IEP and align the ISP (speech plan) so it is ready to use in October.
